Tom Boardley


Marine Director, Lloyd’s Register, President, UK Chamber of Shipping

Tom Boardley has 30 years’ experience in the container, shipping, ports and logistics business. He is an engineering
graduate of Oxford University and is a fellow of the Royal Institute of Naval Architects. He currently holds the position of 
Marine Director at Lloyd’s Register and is responsible for worldwide operations, strategy and business development. He has previously 

held positions with the container shipping division for P&0. Tom is also the current President of the UK Chamber of Shipping. He has 
featured in the Lloyd’s List Top 100 People in Global Shipping and the Tradewinds Power 100.





Robert Goodwill

MP, Minister for Shipping & Ports, Parliamentary Under Secretary of State, Department of Transport


Robert Goodwill has held the role of Parliamentary Under Secretary of State at the Department for Transport since 2013.
He was elected Conservative MP for Scarborough and Whitby in 2005 and has kept his seat since then. Robert graduated 
with a Bachelor of Science degree in agriculture in 1979. He was elected as a Member of the European Parliament in 1999, serving in 
Brussels and Strasbourg until the 2004 European election. He was Deputy Leader of the Conservative MEPs during his term. Robert
is a farmer of 250 acres of land which has been in his family since 1850. He is also Managing Director of Mowthorpe Ltd, which offers 

environmentally-friendly burials in the North Yorkshire countryside.





Sabrina Chao

Chairman, Wah Kwong Maritime Transport Holdings Limited, Deputy Chairman Hong Kong Shipowners Association


Miss Chao graduated from Imperial College, University of London in 1996 with a Bachelor’s degree in mathematics with management. She 
began her career in inance working for Jardine Fleming and PricewaterhouseCoopers. In 2001, she enrolled on the Galbraith’s Shipping 
course in London and subsequently gained experience in various shipping sectors from working with Tanker International, Britannia P&I 
Club, Bureau Veritas before joining the family business in 2002. She is also a trustee of the Hong Kong Maritime Museum; a director of the 
Britannia Steamship Insurance Association Limited and a member of the HKTDC – Logistics Advisory Committee.






The Rt Hon Greg Hands MP

Chief Secretary to the Treasury

The Rt Hon Greg Hands MP was appointed Chief Secretary to the Treasury on 11 May 2015. He was previously the
Deputy Chief Whip, Treasurer of HM Household from 2013 to 2015, and prior to that was Treasury Whip from 2011. 
He was elected the Conservative MP for Hammersmith and Fulham in 2005, and for Chelsea and Fulham in 2010 and 2015.

Following a career in banking, he spent several years as a local councillor in London before entering Parliament in 2005. After the 2010 
election, he became Parliamentary Private Secretary to the Chancellor of the Exchequer.





Dr Grahaeme Henderson

Vice President, Shipping & Maritime, Shell International Trading and Shipping Company Ltd


Dr Grahaeme Henderson is Vice President of Shipping and Maritime of Shell International Trading and Shipping Company
Ltd. He is responsible for Shell’s international shipping and maritime activities. His global team also manages Shell’s oil 
tanker, LPG and LNG vessel portfolio. Dr Henderson has been a member of the Shell Trading Executive Committee and a Director of Shell 
International Trading and Shipping Company since 2011. He is also chairman of the Oil Companies International Marine Forum and Vice 
President of the UK Chamber of Shipping. Dr Henderson was previously Managing Director of Brunei Shell Petroleum.
