The details can be found in MPA’s Port Marine Circular No. 4 of 2015. Shipmasters plying in Singapore port waters and the Singapore Strait are encouraged to report good practices and near-miss cases.Another project that MPA has embarked on is the replacement of Harbour Craft Transponder System (HARTS) with Automatic Identification System-B (AIS-B) transponders and Electronic Chart Systems (ECS) on small harbour and pleasure craft. To alleviate the financial burden of the cost of fitting new AIS-Btransponders and ECS, the Singapore Government will bear the cost of the project, which amounts to about $6.8 million.On the passenger ferry front, MPA is working on a joint project with the Association of Regional Ferry Operators to develop an enhanced under-seat life jacket receptacle on board ferry, so that life jackets can be easily accessible in times of an emergency.The enhanced life jacket receptacle is currently on trial for a 6-month durationMPA jointly developed amaritime safety video, titled “Safe Passage in the Singapore Strait”, with Indonesiaand Malaysia. It was endorsed by Baltic and International Maritime Council (BIMCO), International Chamber of Shipping (ICS) and National Safety at Sea Council (NMSSC). The safety video is a three-part training resource package comprising 2 full-length videos and an interactive computer-based training module. It provides valuable navigational information to mariners prior to transiting the Singapore Strait eastbound and westbound. The video is complimentary and will be distributed to the shipping companies.On the passenger safety front, MPA, with the collaboration of industry partners continues to raise safety awareness on personnel’s vessel boarding at sea during the course of their work. Campaigns have been launched to emphasise precautionary measures for the safe transfer of harbour pilots and safe boarding for seafarers and shore-based employees.
